Sheriff Sale Judgement Amount

I just went to a local sheriff sale and research the judgement amount beforehand and read it was about $63k. I went to the auction this morning and the starting bid on said property was 39k. I would have purchased the property, given clear of liens and title search, if I knew this going into it. Is there a way to find the starting bid? How do I find this beforehand. Also on title searching these properties how long does that usually take? Thanks! I am sure I will have follow-up questions as well haha.
