A Paint Question - How Thick

I looked at a place a few days ago and the paint on the walls looked so thick (painted so many times) I could hardly make out any drywall texture. I have never seen walls painted this thickly.

The kitchen cabinets have also been painted so thick (so many times) that the doors were pinching and scraping the paint near the hinges.

The entire place was done in either satin or semi-gloss kitchen/bath type paint. Fresh Shiny Paint.

it was built in the 90's (no lead) but it seems to have a LOT of paint layers, much more than it should.

How much paint is too much, and if it's too much what's the remedy for it?
