Common Energy and lower utility bills?

Does anyone have experience with a company called Common Energy, or a company offering a similar service? 

They market that if you sign up for their clean energy service your bills will come from them and not from the utility company (National Grid here in Upstate NY). Their marketing and website (commonenergy.us) implies that they can provide a lower bill based on credits/incentives that are possible via State funds that are allocated to replace fossil fuels with clean energy. 

It sounds too good to be true, so I'm wondering if this is real or if it is a scam. Through some quick google searching, I can't seem to find a reliable source of information apart from the Common Energy website. is there anyone who has already researched this who can either validate or discredit the claims?
