Question about Job Growth

Hey BP! Hope everyone had a great MLK day. 

Re: job growth in a particular city, what numbers do you look for that would encourage you to invest in that city? For example, if a major corporation is opening a factory within the next year, that will create 1,000 jobs over a 3 year period, is that a good incentive to potentially invest in that city? Or would you look for a # like 3,000 jobs? I'm new, learning, and really have no point of reference as to what would be ideal, and I realize there are many other factors that go into where you'd decide to invest, but any thoughts specific to the topic of job growth would be appreciated.
