partial build opportunity?

hi,

I noticed an SFR under construction pretty much stalled for the last couple of months. structure is done with partial siding, but certainly stopped.

I assume the builder is out of money, wondering if anyone has picked up a deal to finish it? 

pros/cons?

Cons are that you may have to redo a lot of the construction because exposure to the weather over a long enough period of time can ruin the work.  It may be hard to get because the current owner will likely fall victim to the sunk cost fallacy and not want to sell for a loss even though it may be the best option.
