Potential off market raw land

I stumbled across a deal in my area, may clear the land and put in a driveway to sell for a profit or may build a home and rent out my current residence. My question is about closing the deal. Owner offered me 35k with owner financing, however he wants to talk to his renter that rent another property of his that borders the lot I’m interested it. I have him my number to call me once he talked to his tenants about 3 weeks ago. Should I call him back ? Or just wait for the phone to ring ? I plan on offering him a lower cash offer so I don’t want to show too much interest to where he stays firm on the 35k. Any tips on how to close this deal ?
