Entitlements for commercial site

If I see a commercial site I am interested in purchasing & developing, can I apply for entitlements as a non-owner? Will the city consider the application for Conditional Use Permit if I am not yet the owner but under contract to purchase the site? Do developers regularly do this as part of due diligence before closing?
