UTILITY COMPANY ECONOMIC ANCHOR?

If a utility company is a major employer of town could they be considered an economic anchor?

In other words, if an economic downturn happens could a utility company close causing many local renters to lose their jobs?

Would you consider Disney World an economic anchor as well?
