Multi Family Units in Milwaukee

Looking to invest in the Milwaukee market, the returns look great on my screen.  I'm currently in Washington state so the pucker factor of going outside my state is a bit higher.  I've poked through the forums and really haven't seen an answer to this.  Why does it seem like the commercial +5 units cash flow twice if not three times harder in Milwaukee than a 1-4 unit?  

For example, there are quite a few deals in Milwaukee of 12 unit brick apartments for ~325K which cash flow (9-11K a month) and 3-4 unit for the same cost seem to bring in (3-5K a month).  Seems almost too good to be true, could it be maintenance, management, utilities, or taxes...).  Appreciate your candid feedback in advance.
