Occupancy Permit question

we recently acquired run down property in Marcus Hook, PA. after closing we were told to apply for occupancy permit.

House has no water, electricity and heat. Do we need to get occupancy permit right now ? or after we fix up the property ?

I was reading online and understood that county only issue occupancy permit if it has running water and heat and electricity.

Can someone please shade light on this ? Thank you.
