Deductions from Cash Out Refi

I am not trying to time the market, but thinking about freeing up some cash tied up in equity before a market downturn. This would allow me to purchase other properties if such an event takes place. 

I believe there are some new rules to tracking how the funds are utilized when a cash out refinance is done. Would I have any tax consequences if I pulled cash out and invested in R.E. crowdfunding platforms until I decided to add to my portfolio?
