How to buy properties from a city

Greetings everyone,

My name is Miguel and I'm an investor out of the Inland Empire, Southern California. I've been coming across properties that show prime potential investing opportunities but when I try to track the owner/s, title will show that a city owns it, such as Fontana, Rialto and Riverside for example. My question is, "How can I go about buying said property from the city and will the city even allow it?'.... I would greatly appreciate some help from another investor who's had this kind of experience
