Baltimore Section 8 Question

In looking at the Section 8 rates for Baltimore on http://resources.baltimorecountymd.gov/Documents/housing/housingdatasummarysheet.pdf, I was wondering if these are the rates that the government will pay regardless of neighborhood in Baltimore or are these suggested rates?  I am new to Section 8 rentals and need more information on how it works.
