Owner Occupied Loans (FHA/VA)

Hello BP community! I've started to work with first time investors and a question keeps popping up: "If I use my VA loan, do I HAVE to live in the property or can I just put the electricity and water under my name and rent it to a trustworthy person?" I always advice to play by the rules, but I wonder if I'm being naive. What's your experience?
