HELOC Bank rates tied to indices

All,

I've been looking to open a HELOC on a primary residence in CA, and am amazed at how little public information is available on good HELOC products. If you know of a good HELOC product, please provide details. Here's what my research yielded so far (in no particular order). I'm especially interested in HELOCs linked to TBill or LIBOR.

#1 TowerCU (Prime - 0.5%)

#2. SoundViewFCU HELOC (TBill + 2.5%) (only for Washington Properties)

#3. PugetSound FCU HELOC (TBill + 2.5%) (only Washington)
