Where's the Cheap Virtual Assistants???

I keep hearing on various podcasts about people getting good English speaking VAs for around $2.00-$4.00 per hour from places like ODesk. When I look I'm seeing $12.00-$20.00 per hour??? I'm a one man show but looking to have someone call back my call ins and complete a basic questionnaire and then forward me the sheet. I'll call back the ones that look motivated to sell. I'm a wholesaler by the way. Thoughts????
