Probate campaign questions

I am getting ready for a probate campaign. I have prepared seven letters with different contents which will be mailed every 3 wks to the same contacts. I am debating over 4 questions which I hope I can get the answers from experts.

1. Do I have to mail to the executor/ administer? 

2. Or,would it be effective to send it to the deceased address hoping that it would get to person in charge?

3. What is the appropriate numbers of letters mailed in order to get a response back?

4. Should the content of the letters be the same every time?
