How to get a accepted FHA offer on a MFR in ATL?

Hi there!! I would like to house hack a MFR. Of course the pickings have been slim to find a move in ready or light rehab MFR under 120kz However, I have found some and placed bids on a total of 5 since December 2016 when I was approved.. my challenge I want to know how to over come is getting my offer accepted when multiple offers have been submitted? I have eliminated my contingency and even submitted over list and still no accepted offer. Getting a little discouraged😩😩Any advice is welcomed..
