How much to offer for REO?

I located a single family house that I want to make an offer on and need help on how to structure the deal. This will be my first deal and I want to get a good price. The house is currently listed for $24,000 there was a $6000 price drop 5 days ago and the property has been on the market for about 105 days. I'm going to inspect it on Monday but from the photos looks like it needs lots of cosmetic work. It's seems to be very dated the house was built in 1950. Any help is appreciated. Thanks!
