I use two.  TLO and LexisNexis.

Depending on what you are looking to do but TLO has been great.  I only pay per search and depending on what info I need searches range from $1 to $20.  I am typically just looking for an asset report of some kind along with emails and phone numbers.  These searches are $2.

It will take some time to set up an account and you do have to qualify as you will have access to peoples personal info but over all the process is fairly simple.
