unsafe to enter

If a city declares a home unsafe to enter can i still go inside and look at it? If i decide to buy can i make improvements, that will make the property safe again? Someone lived in the property 2 years ago. I have not checked into it yet, but I believe the city declared it unsafe to enter because vegetation has grown up all around the entrances.
