Lead Paint Certification Required

I have just completely renovated a home in the historic district and am finally ready to rent out. However, I need to get a lead safe certification. I found out that in order to be lead safe there can't be any peeling, chipping, or cracked paint on the exterior as well. This is a very old house with wood paneling. Has anyone experienced this? The paint is 2 years old and is already chipping/peeling. In order to rent I'll essentially need to paint the entire exterior. Also, every time I get new tenants, I'll need to get another lead safe certification, which includes no exterior paint chipping. I don't know what to do at this point. Please, any help would be appreciated.

@Jeff B. In Maryland @Sean Forneris correct.  You need to have a new certification done every time there is a tenant turnover.  This is most certainly annoying however as a land lord it is for your protection as well.  There have been thousands of law suits over lead paint and the issue is not taken lightly here.  

Below is a link to lead pain abatement contractors.  If It is flaking then you will have to address the issues.  Depending on who does your cert test, some are a little more lenient than others and show you exactly what and how to pass.  If you plan on holding long term it may be worth getting your property certified lead free and paying to have it completely removed.
