Lien help

So I want to purchase a property. ARV after 50k rehab is around 400k Seller wanted 220k and I jumped on it. Long behold a lien popped up with Citibank for 137k. He also has an existing mortgage of 124k. I've talked to other investors and they have told me there's a way to get a lien completely released or at least a huge chunk of it. If there is how do I do that? Thanks
