Confused newbie wanting to buy at auction.

Hi I'm Jane from central Florida. I am wanting to start flipping houses by buying at auction. The thing that most confused me is the final judgement, if someone's winning bid is less than the final judgement amount are they still responsible for the judgement? For example one I was looking at today had a final judgement of 36k, the winning bid was only 11k, so is the winning bidder responsible for judgement?
