Door knocking advise

Hey guys, I'm am starting out investing in the Long Island area. I have been looking at a house in my area for a wile, the grass is over grown for month. The people still live in the house. The house is not being taken care of at all and I would love to offer to buy the house. Can anyone please advise me regarding what steps I should take when doing this?
