Rehabbing a rental home

I found a home the numbers work I plan on using a private lender to help with the purchase. the home needs rehabbing of 20,000 - 30,000  dollars how do I find the money for the rehab. How long would I have to wait to refinance the loan to pull equity out of the home ?
