Finding owners of Houses without address number

What does it mean when there are distressed properties with the mailbox and house number removed? How do you find the numbers without homeowners or neighbors? I have found the addresses of the properties located on the particular Street. Google earth and maps pictures don't help. So if I have to pay someone then it's fine. Any tips?

Have you gone to the city town hall yet? They should be able to provide you status on the parcel as long as you have adjacent addresses to provide as a reference.
