What should I do with my vacant lots?

Hello everyone, I own a few vacant lots currently and I'm trying to figure out what I should do with them. My goal would be to get some type of passive income from them. I purchased them from the auction a while back. They aren't really worth much and are located in probably a C- class area. I don't really have a lot of money to jump right in and build a house from scratch on them. Does anyone have any ideas? Should I just wait until I can afford to build a house on them? I think there are mobile home restrictions in the area too. I am going to double check. Any input would be highly appreciated. Thank you.
