How do I filter this list?

Good afternoon everyone. 

I recently pulled a list of 30,000 absentee owners with high equity in my county and a couple of surrounding counties. I have these leads in an excel spreadsheet.

My questions are; First, how can I filter this list and find all of the vacancies (I don't mind paying)? Secondly, how can I filter this list and populate the phone numbers (once again, I don't mind paying)?

@Christian Steiner just to clarify:

  1. there is/is not a vacant (Y/N) column in the spreadsheet
  2. there is/is not a phone number column in the spreadsheet
