Specific Neighborhood Lists

I am looking for some suggestions on good ways to get address and owner info for specific neighborhoods. I'm not doing this for wholesaling reasons, but for marketing for another purpose with my license. I know that bulk mailing is an option, but what I want to be able to do is track who responds by address to my postcard. My postcards will have a link for each home to use in which they will fill out my survey. That targeted link will show me which houses participated and which didn't. Any ideas other than going house by house to get the info on the public record?
