What metrics and advice for buying 16 unit apartment building

looking at older building and it has lots of potential for 12 cap after turnaround that currently has 50% deadbeat tenants and manager with potential although the owner provides little to no support. Things to cosider? I don't have experience....is there any inexpensive management software and training experts out there to help?
