The Bay Area is a hot market, investors buy in all of the areas you mentioned and pretty much every where else in CA. Certain neighboorhoods are better for fix and flip others better for rentals. If you are intereseted in seeing where investors are buying you can pull a list of properties that were purchased for cash or buy a company. A title company can provide you with this information.

I think you should consider buying out of state , not in Bay Area , and not in CA.

The rent to price ratio simply won't work in Bay Area, and unfortunately law and regulations are tenant friendly in CA.

I personally buy all my properties in TX.

I used to live in the Bay Area and now live in Houston, and I have a couple of clients from the Bay Area who invest in Houston. Prices have accelerated so much in the last few years that it's getting harder to find properties that make sense. And I hear DFW and Austin are even worse. Our higher property taxes and insurance don't help.

Anyway it's hard but not impossible. The trick is finding that sweet spot where the potential rent justifies the purchase price (duh). Those properties are out there, but getting harder and harder to find.
