Philadelphia Multi-family w/ garage potential

Hey all,

I am looking at a 4plex in Philly that has a cement storage area attached. I am wondering if anyone is familiar with the process of converting a space into a garage. What type of permits/permission I would need to acquire from the city etc. Thanks for the info!
