Investing in Vacant Land to Build New Homes

I have a client who wants to invest in Vacant Lots in Florida with the intention to build new homes for sale and rental.  Is that a feasible project? Can someone input on the present cost of construction ? Targeted price for Vacant Lot is 10k-25 K.
