LA Rent Control SCPR Article 2014

This is an article on LA Rent Control.  I own several units within LA rent control and I have found it detrimental to investing especially for small mom-and-pop type landlords.  I now avoid small apartments in rent control areas.  I truly think it's been bad for the LA economy and has lead to a lot of deferred maintenance on properties in LA/ neighborhood blight throughout the core of South LA.  Rent Control slows revitalization and investing in areas of LA that need money and improvements.

I've heard that there's been a lot of discussion about changing the 1979 rent control  limits on properties.  What does everyone think of this?  Is there any way to fight it?
