Lender Issues! Is this for real?

I have been in the process of refinancing a home I purchased cash for. 2-3 weeks to close was promised and it's looking like it's going to be 3 months. Their was issues with an appraisal to low, a second one not done right, and a third one taking for ever to get a report back. Even when I do get the report back the lender says it will take a few more weeks because "the banks are all backed up". It's so bad that all the initial documentation I sent is no longer valid as they are requiring more recent statements. This is probably my 12th deal with a lender and have never seen anything like it. IS THIS FOR REAL?
