REOs, banks holding properties

I have been comparing properties on realtytrac.com vs. the county tax roll.  I am noticing some homes are not on the market, and have been held by the lender for 2+ years in foreclosure.  Anyone know, or have ever had success, in purchasing these properties?  Is it even possible to buy them from the lender?
