Fannie Mae Home, real estate broker not answering my calls

There's a home located on my block with frozen pipes and radiator damage that I'd like to buy. The real estate agent or broker's secretary said that she would be out for two weeks. I emailed her and called the office to express my interest. When I called Fannie Mae, they said it's been on the market for 15 days, and they give a first time home buyer the opportunity to bid before the investors or hedge funds. I feel this real estate agent/broker has a cash buyer lined up or someone in contract already. How could I avoid the competition and place a bid myself. This happens w/ every foreclosure or short-sale home i find.
