Tax for foreign rentals

Hi As a recently moved Englishman to LA, I have more contacts at home than in the US. This also applied in terms of getting investment. I was wondering how foreign investors get taxed in the USA on their property and are there ways of avoiding paying double tax- I.e at source and in home country? Thanks
