Cash on cash return

When investing in real estate, what is considered a good cash on cash return on all cash purchase deal? I realize that really depends on the market one is in. So, to narrow this question down, let us assume that it is in a market not known for appreciation, but, known for cash flow and lots of renters and is a thriving market. To clarify, by cash-on-cash, I mean net after all expenses including property taxes and insurance. No mortgage expenses because it is a all cash deal.
