Lowering assessment in Rochester, New York

Has anybody had any success getting their house assessment lowered?  Did you have to jump through a lot of hoops? I believe my current rental property is over assessed by around 20% based on appraisal and similar sales around the neighborhood. End goal is to get my tax bill lowered. Thanks!
