Is there a difference between the property taxes residential verses investment property?

A friend of mine who is not a real estate investor said they knew of someone whose property taxes doubled when they switched the property to a rental. This seems crazy to me but I wanted to run it by you before I discounted it. Is this something any of you have run into? Thank you.
