Permits - Now or later

We have an accepted offer on an estate deal in Selden, NY (Town of Brookhaven). It's a 3/1 ranch in good condition. Our concern is that a search at the town's building department turned up *no* records/permits on the structure - no COs, no Cert of Existing Use. Would appreciate any guidance on the best way to work this - require the seller to get permits or negotiate a lower price and take the risk on ourselves. Thanks!
