Are these concerns?
I'm in the process of buying a duplex and upon reviewing the leases that are in place a few concerns have popped up. When I first looked at the property the bottom unit was empty but I was told that the current owner had just filled it and that the new tenant was about to move in. On her lease that I now have a copy of it shows $0 as a deposit while the other unit shows a normal 1st months rent deposit.
This makes me wonder if the current owner just threw whoever in their he could in order to get it occupied!
Also, tenant in the top unit has a dog which is not allowed without written consent and there is none or a pet deposit that I can tell. Are these big deals or am I looking issues here?

I don't like it. Would rather have had the unit vacant and placed the quality of the tenant. Sounds like seller collected quick money placing a marginal tenant and is trying to sell off to you and leave.
