Determining the ARV on a Property w/ 2 Houses

I found a property with two houses on one lot. The first house is a 3/1.5, and the second is a 2/1. How would you determine the ARV of this property?

1. Determine an ARV for each and combine them to get a final ARV.

2. Treat them as a duplex and determine the ARV.

3. Determine the ARV of the larger and just count the smaller as a bonus?

First. You should determine the zoning.. and ascertain. If two houses are legally permissible..  knowing if having two houses are a legal use for this parcel will let you know how you should tackle valuation.
