Certificate of occupancy in Allentown, PA

Hi All, I'm researching the Allentown, Pennsylvania area to possibly acquire my first property. However, I'm noticing on many listing they will have something in the description in reference to the CO. As-is buyer responsible for CO, Property will have CO by closing, or valid CO. My question is am I missing something? is there something I need to know about Allentown having issues with COs? Also any advice or information on do's and don'ts for a first time home buyer in Allentown please share. Greatly appreciate all feedback.
