How to send bulk mail in CA?

My partner and I have begun our mailing campaign with hand addressed personal letters to our people of interest...except we are getting stuck on the actual mailing process.

Do we use First Class or Standard Mail?

What is the cheapest option for postage?

What is the annual fee for sending bulk mail?

We are hoping to get some help on this topic from someone who has sent out mailers similar to what we've described here. We plan on doing postcards for a later point in time.
