I Need Help

So.....I am a partner of three who already has over 200 acres that we want to develop.  I just had our weekly meeting this morning.  I sell tiny homes and we want to make money fast.  We want to set up a whole RV park set up for 60 units. (costs about 5 million in total).  My partners want an investor to help pay for it all.  I said we tried and they were all scammers.  I have 30 people who waited almost a year for these homes to be provided.  It's going to cost around $100k to start the development.  I want to get the money and begin, but my other two partners don't want a loan.  

We are also selling 11 2 acre lots for 25k each.  Buyers need to place either their own tiny home on lot, or one of our designs.  I feel that they want to do this first to make the money upfront.  What are some of your thoughts?
