CHAP tax credit in Baltimore

Hi all.

Appreciate your help in answering the following.

Does having CHAP (tax credit) increase the value of the house?

I have the option of getting CHAP, or foregoing CHAP and instead adding a room basement.

Does the tax credit proportionally reflected in the value of the property? That is to say if the tax credit is $40 k across 10 years does that mean the value of the property increases by $40k?
