Clarification on absentee owners

I've read other posts here on BP and didn't acutally get a clear understanding of who are actual "absentee owners." Therefore below are 2 properties that are currently vacant in my area in which I'm pursuing to do a wholesale on as soon as possible. However, I would like to be educated on whether any of these 2 scenarios are situations as properties being owned by "absentee owners":

#1. Property Owner is 3 yrs tax delinquent on this particular property

(b) Theres a tax mailing address and the actual property address listed under this owner's name without any ph.#s

#2. Property Owner is 2 yrs tax delinquent on this particular property

(b) Same this as above with the two seperate addresses but with this owner, theres a ph.# listed in which does not work.
